Participant’s profile
•    Participant profile: willing to talk about personal experiences and have a knowledge of how Rovers operate in their own countries
•    Participants should be members of the last age section (aged 16-24) and be enthusiastic, motivated, open to new ideas and willing to share their own experiences.
•    Agora being held in English, the participants will be expected to understand and communicate well in English.
•    NSAs are encouraged to ensure that their delegations are as diverse as possible (gender, geographical or economic background)
•    The main goal of an agora is to empower its participants. In order to appreciate the full potential of Agora, the representatives should not have too much prior experience in adult roles within their NSO/NSAs or in international work.
•    Once accepted, the NSA should provide them with sufficient knowledge of the Rover Programme in their own country.
•    Each NSA should consider the best ways in which the experience accumulated during the event could be used for the benefit of the programme for the Rover section in the country

Terminology

Aware that each National Scout Association has different names for the different age sections; for the purpose of this event we will define Rovers as being members of the last age section (aged 16-24). Be convinced that if your NSA is in the process of creating a Rover Programme, the Agora remains an interesting opportunity for these Scouts who will soon be called Rovers!

Number of participants

This event is designed to accept up to 60 participants. The acceptance letters will be sent to the participants after the 15th of March 2014. By then, more information will be sent.

Objectives
By the end of the Agora, the participants will:
•    Benefit from Agora, learning something new and gaining positive experiences from each other and the event.
•    Work constructively and productively in an open and positive environment.
•    Come away with the skillset to use and apply what they have learned and shared.
•    Acquire knowledge about international rover opportunities as well as about Rovering in other countries, through interaction with peers who have experienced the events first hand, if possible.
•    Develop concrete and detailed plans for future community based projects.
•    Gain experience in how to effectively verbalise the main benefits, positive aspects and opportunities which Rovering offers.
•    Experience the diversity of participation between European countries
•    Be inspired, be helped to maintain the momentum; to impassion participants to sustain and encourage them to stay motivated within Scouting and Rovering.
•    Benefit from an organised network of Agorians.
•    Have fun!

Transportation costs & Participation fee
The transportation costs are covered by the participant and/or the Scout association.
The participation fee is €200. The fee covers all accommodation and meals from the evening of Wednesday, April 23rd to the lunch on Sunday, April 27th. The fee does not cover travel costs. Bank connections and details for paying the event participation fee will be reported to all participants by the Agora acceptance letter.

The financial support received from the European Union allows the organizers to sponsor a total of 46 Rovers coming from the 11 partner associations (SGDF-France, SI-Ireland, CNE-Portugal, CNGEI-Italy, Junak-Czech Republic, ASDE-Spain, DDS-Denmark, TSA-UK, ESü-Estonia, ONCR-Romania and BIS-Iceland).
4 participants from each of the partners will benefit from a reduced participation fee: € 110.

Travel arrangements

  • Accepted participants will receive an acceptance letter by March 17th, 2014. They should make their own travel arrangements and obtain a visa if necessary.
  • If you require an official invitation to obtain a visa, please indicate this clearly on your application form. Be aware that it may take up to six weeks to obtain a visa, so please send your visa form with the application form in order to allow sufficient time for that process.
  • You will be asked to send us your arrival and departure details to ensure your proper welcome at Strasbourg.

 

Insurance
We do not cover the participants during the event neither during the travel to or from the venue. Please, note that this is the exclusive responsibility of the NSA to check and be sure that the participants are covered by insurance (illness, accidents, repatriation etc…).

Cancellation

If for any reason you find that you are not able to attend the Agora, please notify the panning team immediately. If you cancel your participation without notice after the 16th of March 2014, we are obliged to charge you/your association for the full price of the event.

“Accessibility Inspectors” is a 7 days Training Course,organized in Ankara-Turkey to support youth organisations to improve their work with young people having disabilities in terms of designing accessible youth activities for mixed ability groups.

Objectives:

-to learn more about disability and accessibility concept through UNCRPD (United Nations Convention on the Rights of Persons with Disabilities)
-to develop mutual understanding and build empathy between young people with and without disabilities
-to promote equality and social inclusion in upcoming Erasmus+ programme
-to develop together strategies and methodology which fulfill the explored learning and participating needs of young people with disabilities
-to learn how to design and implement inclusive and accessible youth activities
-to gain new skills to organize youth events with mixed ability groups

Methodology:

Non-formal training methods will be used

-Youth workers, leaders, trainers, multipliers having both need and experience in working with young people having disabilities
-Also participation of youth workers, leaders, trainers having disabilities will be encouraged

Do you start to work with a group of people? Wants to know about facilitation? Here is the opportunity for you to get a “survival kit” in this theme, where you will be able to improve your knowledge and skills in facilitation, from theory to practice!

Facilitating group processes is a key component and an essential competence in present day youth work. For this reason, the aim of Facilitator Survival Kit is to provide participants with basic competences in facilitating group process with young people both in local, national and international context.

It will be a long training (9 days including travelling), where we will work the basic competences in facilitation, from a theoretical point of view (definition, styles, roles) as well as practice (experience from the participants and partner organizations, study cases; resources and tools in facilitation).

Objectives
– Gain basic understanding of the concept of facilitation;
– share experiences regarding facilitation;
– raise awareness about the process of group dynamics;
– practice the facilitation competences gained during the course;
– gain knowledge about different aspects of the facilitation process;
– discuss different facilitation styles;
– promote cooperation between the different partners after the course;
– promote the Youth in Action programme as a tool for working with young people;
– provide resources and tools about facilitation (books, manuals, NFE centres, trainings…)

During the training the participants will be taking part in a number of activities where they will gain or increase their knowledge about the basic theory in facilitation and their own style as facilitators, sharing experiences and understanding the roles that are established within the group dynamics. They will develop skills, attitudes and strategies that a facilitator needs when leading a group, and they will acquire resources and tools that will allow them to keep on working on their competences as facilitators in the future.

The methods that will be applied are those of non formal education, where the learning is active and participative and it is centered in the learner and based in the experience.

This course is the second edition of this training; a couple of comments from the participants of the first edition were:
• I’m super satisfied with this course, I’ve learned some new things that I wasn’t expecting
• I’m very satisfied, mostly because of the self-development that I made. I really liked that there was many practical exercises. Everything was logically arranged and games supported theory
• The things I wanted to learn were addressed. I got inspiration, from the content and also from the trainers. They have spirit to the training I stretch, gained new resources and ways of efficient facilitating.

Iti doresti sa iti descoperi limitele si sa le depasesti? Te consideri o persoana cu bune aptitudini fizice, spirituale si intelectuale?  Vrei sa faci parte dintr-un grup exclusivist si unic de cercetasi?

Daca raspunsul tau este „da” la cel putin o intrebare, inseamna ca locul tau este in acest camp ce vine cu o oferta unica si speciala pentru Romania.

AS 2014 nu este doar o oportunitate de a explora o regiune istorica ce apartie Frantei, Italiei si Elvetiei deopotriva, ci un proiect educativ, care implica mult mai mult decat simple hike-uri si ascensiuni. Acesta isi propune sa isi desfasoare activitatea astfel incat cercetasul sa se dezvolte fizic, intelectual, spiritual, emotional si sa isi modeleze caracterul.

Urmand aceste directive campul contine 5 elemente extrem de atractive: Turul masivului Mont-Blanc, +4000, Explorer Belt, Drumul Sfantului Iacob si Foto-Raid Savoie.

Turul masivului Mont-Blanc este una dintre provocarile pe care Aventura Savoia o pune inainte cercetasilor. In cadrul acestui element participantii se bazeaza foarte mult pe aptitudinile fizice, dar, mai mult de atat, isi vor dezvolta caracterul. Acesta consta intr-un traseu de 170 km. Chiar daca lugimea este una considerabila, iar aspectul joaca un rol important, in urma acestui hike care trece prin trei tari si in care poti avea experienta ascensiunii alpine, a sorelui, a zapezii, a inaltimii, a cetii si a ploii vei intra cu siguranta intr-un grup exclusivist de persoane deoarece putini sunt cei care pot spune ca au dus la bun sfarsit acest tur.

+4000 m este un alt element pentru care puteti opta. Alpii de Nord si zona din jurul vaii Chamonix prezinta cea mai ridicata densitate de varfuri peste 4000 m de altitudine. Patrulele care vor selecta aceasta optiune vor avea ocazia, de-a lungul unei saptamani, sa escaledeze intre 2 si 5 varfuri de peste 4000m. Bineinteles ca aceasta o veti face sub indrumarea unui lider pentru fiecare coarda (3 persoane). Veti avea parte, astfel, de primul vostru ghetar, primele  crevase si cel mai important veti putea spunea ca ati urcat pe un patrumiar.

Explorer Belt  este o traditie pentru tarile cu cultura cercetaseasca anglo-saxona, insa pentru Romania este o premiera mult asteptata. Participantii din cadrul acestui element se vor putea numara printre primii detinatori ai mult ravnitei catarame EB (Explorer Belt) pe care o vor putea purta cu multa mandrie si onoare in toate campurile nationale si internationale. In cadrul acestui element, avand aceeasi nemuritori Alpi ca fundal veti descoperi cultura si traditia vietii rurale din Chablais si Faucigny

Principile de baza ale acestei parti din Aventura Savoi sunt urmatoarele:

– organizarea unei expeditii de 7-10 zile intr-o tara straina, cu un minim de 30-50 de ore de mers in total

– realizarea unui proiect major pentru intreaga expeditie si a unui numar de proiecte minore in fiecare etapa

– completarea unui jurnal si pregatirea unei prezentari

 

Drumul Sfantului Iacob este cel de-al patrulea element al AS 014, fiind destinat in special persoanelor insetate de spiritualitate si care vor sa se regaseasca in mijlocul societatii contemporane. Veti avea ocazia pe parcursului acestui drum sa opriti timpul in loc pentru cateva zile si va consacrati vesniciei. Astfel, in cadrul acestui itinerariu cercetasii purtand in inima dragostea fata de principiile cercetasesti si fata de Dumnezeu vor pasi pe  urmele miilor de pelerini din Evul Mediu, trecand prin locuri de o panorama edenica.

Drumul Sfantului Iacob inseamna religie, traditie, cultura, pace, sport, provocare, dar mai presus de orice simbolizeaza iubire si libertate.

 

Foto-Raid Haute Savoie reprezinta o sansa pentru toti cercetasii pasionati de fotografie care pasesc cu seriozitate in ceea ce inseamna lumea fotografiei. El nu este destinat fotografilor experimentati ci celor care abia au inceput sa cunoasca taina acestui hobby.

Haute Savoie este probabil cea mai frumoasa zona alpine din Franta. Varfurile ce se rdica falnice purtand cojocul etern de zapada la  peste 4000 de m, munti si paduri, salbaticie, vai si lacuri glaciare, dar si o fauna si o flora extrem de variata. Putem spune cu certitudine ca este un mediu ideal pentru orice iubitor de forografie.

 

Datele provizorii pentru camp sunt 27 iunie-10 iulie 2014 (14 zile). In functie de oferta zborurilor si a locului de camp, perioada poate fi decalata cu 3-5 zile.

Avand in vedere locul de desfasurare, complexitatea programului si a infrastructurii necesare, taxele sunt destul de ridicate pentru cercetasii din Romania. Un program de finantare permite totusi unui numar de 37 (din maximul de 50 posibil) de cercetasi si lideri sa beneficieze de o reducere a taxei. Cu toate acestea, este evident ca aspectul financiar este inca o bariera importanta in participarea la acest eveniment (ca la orice alt eveniment international) insa vom continua sa cautam sprijin in mai multe directii, in speranta ca vom reusi sa reducem taxele si mai mult.

JUNIOR PROFESSIONALS IN DELEGATION (JPD)

A new traineeship programme

Following the phasing out of the Junior Experts in Delegation (JED) programme by the end of 2012, the High Representative of the European Union for Foreign Affairs and Security Policy (High Representative) and the European Commission (Commission) decided to establish a successor regime from 2013 to continue to attract highly qualified junior professionals from the EU Member States in the European Union Delegations (Delegations).

Joint Decision pdf - 478 KB [478 KB]  of the Commission and the High Representative establishing a High Level Traineeship Programme in the Delegations of the European Union and theRules Governing this Programme in Partnership with the Member States of the European Union (EU) was adopted on 12.06.2012.

This Joint Decision has been further specified by a Decision of the Chief Operating Officer of the European External Action Service (EEAS) on the Implementing Rules of the High Level Traineeship Programme pdf - 164 KB [164 KB] Deutsch (de) español (es) français (fr) português (pt) which was adopted on 22/01/2014.

Applicants are strongly invited to read carefully both decisions before applying to this traineeship programme.

An opportunity to deepen partnership with EU Member States in the field of training

This programme is an important contribution to the inter-institutional partnership between the EEAS and the Commission, as well as to the continuation of individual partnerships with each EU Member State in the field of training (the previous JED programme was created in 1984). The new scheme keeps the main strengths and spirit of its predecessor: it is based on a pre-selection of eligible candidates by the partner EU Member States and the preservation, where possible, of a quota of training places per EU Member State.

The authorities of each partner EU Member State have a key role to play in the management of the programme, such as the organisation of the pre-selection of candidates to be presented to the EEAS and the Commission pursuant to the rules established by the Joint Decision, or the possible sponsoring and financing of additional traineeship places.

A new opportunity to be trained from inside an Delegation in the post-Lisbon context

The purpose of this programme is to enable talented and promising junioruniversity post-graduates who hold at least a Masters Degree (see Diplomas Annex pdf - 245 KB [245 KB] ) from the EU Member States to gain first-hand experience in the work of Delegations and a deeper insight into their role in the implementation of EU external relations policies, including the Common Foreign Security Policy (CFSP).

In principle, Delegations accredited to third countries and to major international organisations are placed under the authority of the High Representative and represent the EU. Delegations act in close cooperation with the EU Member States” diplomatic and consular missions (Art. 221 of the Treaty on the Functioning of the EU). They shall support the EU Member States in their diplomatic relations and in their role of providing consular protection to EU citizens in third countries (according to Art. 35 of the Treaty on the EU). In most third countries (more than 125) Delegations have now responsibility for locally representing the EU towards the host state.  Where this is not the case, an EU Member State Embassy has agreed to represent the EU.

The programme is open to those trainees (JPD) showing a great interest and motivation for the mission entrusted to Delegations, sharing the values and principles of the European Union and committed to defend the latter and the place of the European Union in the World.

Staff in the Delegations shall comprise EEAS staff and, where appropriate for the implementation of the European Union budget and European Union policies other than those under the remit of the EEAS, Commission staff. The whole staff in a Delegation is placed under the authority of a Head of Delegation, Ambassador.

Junior Professionals in Delegation will similarly be deployed, depending the nature of their functions and tasks, in both the EEAS sections of the Delegations (for political, press and information functions) and in those under the authority of the Commission (aid management, trade, economic issues, etc.).

Financing of the programme

The traineeship placements are financed through 2 folders:

  • an “EU folder” financed by the credits of the EEAS and of the Commission; the EEAS financing will only cover placements within sections or functions under its direct authority while the Commission credits will finance placements within sections or functions under its authority;
  • a “bilateral folder” financed by voluntary financial contributions of partner EU Member States on the basis of bilateral sponsoring agreements with the EEAS and/or the Commission. Such contributions may finance placements within sections under the authority of the EEAS and/or the Commission.

Number of traineeship positions in 2014

The EEAS plans to commit in 2014 credits covering the expenses of 1 JPD/traineeship position per EU Member State (i.e. a total of 28 JPD) to be deployed in the Delegations for political, press and information functions. The Commission has also decided to finance 1 JPD/traineeship position per EU Member State to be deployed in the Delegations (i.e. a total of 28 JPD). Most positions will be located within operational sections “OPR” in charge of the management of external aid (e.g. institution & capacity building, economic development, energy & climate change, social sectors, governance, infrastructure, rural development, food security, etc. – Development and Cooperation DG – EuropeAid). Here is the standard description of training assignments for Commission operational functions pdf - 15 KB [15 KB] . Other positions may cover “Trade & Economic Affairs” (Trade DG), management of the “Instrument for Stability/Governance” (Service for Foreign Policy Instruments), “European integration” (Enlargement DG) and “Humanitarian aid” (Humanitarian Aid & Civil Protection DG). Should the number of positions funded by the EEAS or the Commission be higher or lower than the number of EU Member States, an equivalent number of candidates will be selected amongst the best qualified, taking into account that a maximum of partner EU Member States should benefit from the positions available. The EEAS and the Commission apply an equal opportunity policy.

Applicants are strongly invited to take into consideration these indications before applying for Commission JPD/traineeship positions.

The partner EU Member States have been invited to communicate to the EEAS and the Commission whether they would in principle be interested to resume or initiate the financing of additional junior professionals through a “bilateral folder”, and to provide indications on the envisaged numbers, timelines and the list of thematic/geographic areas and/or Delegations.

What we offer

Under this programme selected candidates might be offered a single traineeshipagreement of a fixed-term of nine (9) months. A renewal of the agreement for another period of nine (9) months may be offered. Hence, eighteen (18) consecutive months maximum.

Trainees or “JPD” will get a monthly basic grant of 1,300 EUR, as well as a monthly accommodation contribution of 1,000 EUR to which a monthly hardship contribution will be added (see LCA table pdf - 58 KB [58 KB] ). Overall, trainees will receive a monthly package within a range of +/- 2,300 EUR to +/- 3,000 EUR, depending on the place of the traineeship. Further financial contributions are foreseen: 2,000 EUR installation contribution, 2,500 EUR contribution towards the cost of the journey and 500 EUR contribution towards the cost of the insurance premium.

Finally, credits will also be allocated to Delegations (not to trainees) to cover the mission and security expenses of the JPD.

How to apply

There are 2 parallel pre-selection processes: one for the EEAS and one for the Commission.

Any spontaneous application sent directly to the EEAS or to the Commission will be rejected.

The modalities for presenting applications to the respective national authorities are determined by the EU Member States and should in principle be made available on their relevant websites pdf - 124 KB [124 KB] and/or at the addresses of their contact points.

Insurances

Candidates who accept an offer for a Traineeship Agreement must conclude by their own means a set of individual insurances against sickness expenses, against the risk of accident and for repatriation, adapted to their country of assignment (specified in the agreed offer). The EEAS may ask the trainee to provide all relevant documents concerning the trainee”s insurance coverage.

The preceding paragraph applies, mutatis mutandis, to the insurance coverage of the trainee’s dependents following him or her to the place of the traineeship.

It is recalled that the default of subscription by the trainee to above individual schemes may lead to immediate termination of the traineeship agreement without financial compensation.

Description

Do you have the time and skill to be a volunteer? Whatever your skills or experience, whatever your age or ability, whatever your time commitment, we have a wide range of volunteering opportunities at SHARE. Volunteers are needed to assist in all areas of the Share Centre both short-term and long-term. to work at SHARE.

Every summer the Share Centre in Northern Ireland welcomes about 15 international volunteers from all over the world, to come and help. These volunteers stay between 1 week to several months, living and working alongside our staff and volunteers. They participate in a variety of jobs from helping those with a disability, to working in the Centre’s garden, to assisting our water and land based activity programmes. Any young international volunteers, who are interested in short or long term volunteering at the Share Discovery Village please enquire.

The busy peak season runs from March to September – this is when volunteers will mostly be required to help our qualified instructors provide activity programmes and assist with the needs of our guests.  During the winter months we mainly carry-out maintenance and cleaning projects.

Eligibility

Share works closely with many different groups and societies every year. Many of our 10,000 guests come from the M.S. Society, the Down Syndrome Society, the Muscular Dystrophy Society, the RNIB, the NDCS as well as primary and secondary school groups, youth groups, church groups, scouts and guides and many, many more. All in all we work with a very diverse range of people for whom we need a diverse range of volunteers.

Benefits

Food and accommodation are provided for all volunteers.  Volunteers have access to all the facilities offered at Share. Accommodation for long term volunteers is provided in two houses, both located one-quarter mile from the main Share site. All international volunteers must be a minimum of 18 years old.  SHARE offers not only food and accommodation but also opportunities to meet a huge variety of people of all ages and abilities from all around the world and make lifelong friends. You will be helping people and learning lots of new skills and you get all this on the beautiful shore of Lough Erne.

Asociatia Comunitatilor Interculturale impreuna cu Asociatia GMS (Gemerský mládežnícky spolok) din Krásnohorská Dlhá Lúka, Slovacia, cauta un baiat (18-29 de ani) pentru un stgiu de voluntariat in cadrul Serviciului European de Voluntariat. Stagiul incepe: in data de 1 aprilie 2014 si se termina in 31 ianuarie 2015. Voluntarii vor fi implicati in urmatoarele activitati:
1. Fotografierea si digitalizarea bisericilor, cimitirelor, muzeelor din regiunea Rožňava, respectiv colectarea de date si actualizarea bazelor de date despre satele din jur, ONG-uri, biserici, si atractii turistice. (www.rozsnyovidek.sk)
2. Activitati in cadrul cursurilor de tras cu arcul.
3. Ajutor in organizarea evenimentului Vara Gomor-Tornai 2013, editia a 3-a
4. Ajutor in implementarea evenimentelor organizate de GMS si asociatiile partnere – excursii, tabere de vara, seminarii, schimburi de tineri, ateliere de lucru etc.
5. Activitati in legatura cu functionarea biroului GMS- intretinere, vopsire, curatare etc.
In perioada stagiului, voluntarii vor avea posibilitatea de a invata limba slovaca cu ajutorul unui profesor. Voluntarii vor fi cazati in Pensiunea Jozefína din Krásnohorská Dlhá Lúka. Va avea la dispozitie o camera, o bucatarie complet utilata- aragaz electric cu cuptor, cuptor cu microunde, frigider, congelator, etc; baie, calculator, internet, biciclete pentru excursii in zona. 
Voluntarul va primi 95 de euro/luna bani de buzunar, si 150 de euro/ luna pentru alimente, deci in total 245 de euro/luna.

logo-KRONIKAThe Centre for Contemporary Art KRONIKA is looking for volunteers for the
” Filling empty spaces” EVS project, to be implemented in Bytom, Upper
Silesia, Poland. The 12 months project will start in march/april 2014 and 
involve two volunteers, one from Germany and one from Romania. They will
support with the educational program in KRONIKA, organizing language
workshops and innovative artistic and cultural activities. The aim of the
program is to increase knowledge and skills of young people living in
postindustrial cities of Upper Silesia. Volunteers will be working mainly
with children and young people with lower opportunities . They will have a
chance to learn about the way contemporary art influences local
communities, they will explore the environment in which the young people
live on a daily basis, where they spend their time and try to make they
dreams come true . 
Also the volunteers will have the opportunity to help in the
implementation of contemporary art projects such as: exhibitions,
installations, discussions , artistic residences organized in KRONIKA .
They will be involved in work related to the organization of events and
their promotion and gain skills and experience in managing cultural events.

Project start: march (april) 2014

Project length: 12 months

Volunteer profile:

We are searching for 1 volunteer from Romania and 1 volunteer from
Germany, motivated to work with young people through innovative art
projects. Interest in contemporary art will be an advantage. Applications
